In 2023, the Associated Press released this article discussing China’s influence on Utah. At the time, I thought, “No way.”
So, I popped over to le.utah.gov and searched “China.” One of the results was the 2016’s “S.C.R. 017: CONCURRENT RESOLUTION RECOGNIZING UTAH'S TEN YEAR RELATIONSHIP WITH LIAONING, CHINA.”
In this video (SCR017 starts about 28:15) after the delegation from China files in, you’ll hear from several Senators speak warmly of the relationships they have built with the delegation. My concerns stem from the agreement of cooperation in LEGISLATION. Further discussion includes aerospace, defense, energy, natural resources, and IT.
Every other year, a delegation comes from Liaoning. In the other years, Utah goes to Liaoning.
I have some questions:
What legislation has been passed that came from Liaoning. I think this is imperative for the public to know.
What meetings are still happening? Why is this not public? Is the proper role of state government to make trade deals with other countries? Who is still making trade deals?
Did the relationship with China affect the passage of 2026’s HB488: Standards and Curriculum Amendments?
Did this relationship have anything to do with failure to pass 2023.’s H.C.R. 2 Concurrent Resolution Condemning the Treatment of the Uighur Ethnic Community and Hong Kong by the Chinese Government
Other notable bills:
2026
We have a Tourism Rep in China, raising awareness.
This one took a few years, but it looks like Rep. Candice Pierucci got it across the line:
H.B. 291 Security and Land Restriction Amendments
H.C.R. 9 Concurrent Resolution Addressing the Great Salt Lake
What’s interesting here is the note about China in the search, but was removed from the Resolution itself.
HCR009: [Introduced] Concurrent Resolution Addressing the Great Salt Lake
located in the United States, including $683 billion owned by individuals in China

Signature gathering is flawed. It's irresponsible to continue to ignore the gaps that favor people who prefer not to be held accountable.
[Farmington, UT] - Jennifer Garner today announced her candidacy for the Utah State Senate, saying Utah needs a restoration of principles, transparency, and a stronger commitment to protecting families and children.
"We have an overrepresentation of those affiliated with real estate and development who have traded agriculture for authoritarianism, tight-knit neighborhoods for isolation in high density housing, and principles for profit. "
"Utah deserves leaders who live by the same rules and standards as everyone else and who never confuse political power with personal privilege," Garner said. "Unaffordable housing did not happen by accident and we cannot pretend that those who created this problem have the capacity or will to fix it. The data is being buried and I'm running to change that."
Garner said her campaign is rooted in increasing public trust and addressing issues that matter deeply to Utah families. "We cannot undo family failures with more lax legislation that puts more children at risk."
Garner emphasized that her campaign is not about personal attacks, but about principles and standards.
"This race is about values," she said, "It's about whether Utah chooses accountability over influence and courage over convenience. Public office should never be a pathway to personal enrichment or special treatment."
Acknowledging the challenge of taking on a powerful incumbent, Garner said she is running a grassroots campaign built on citizen involvement. "In Utah's history, taking on Goliath has resulted in threats and loss of employment. I am asking Utahns who believe in higher standards, ethical leadership, and protection of the vulnerable, to stand with me."
Garner concluded by calling on Utahns across the state to get involved.
"This campaign will only succeed with the help of everyday citizens," Garner said. I am asking for volunteers who are willing to give of their time, supporters who will spread the message, and donors who can help us compete against entrenched political power. If you believe Utah deserves better, I ask you to join us - with your voice, your effort, and your support."

Running a campaign can be expensive. My opponent has lots of financial backing, including the coffers of the Legislature. Any amount helps. Thank you!

The messaging from last year, that we've been given the biggest tax cut in history doesn't tell the whole story. We've gone from being the 15th highest taxed state to the 11th.

We keep asking teachers to do more outside their scope. Is this fair or sustainable?

1500 bills will be presented at the Utah 2026 Legislative Session. Do they all get read, presented transparently, or horse traded?

A Constitutional Republic agrees that certain unalienable rights cannot be legislated away. Throughout history, we see the downfall of nations begin when self-defense weapons are taken away from citizens. These are also tools that can equalize the force of a victim against a perpetrator. They shall not be infringed.

The Caucus/Convention system was designed specifically to hold elected officers accountable.
Every even year, people organized by precincts get elected by their neighbors as delegates. These delegates are either assigned to vet candidates for county races or state races. They're given opportunities to attend events, get phone calls directly from candidates, ask questions, and evaluate how candidates stack up to the Republican Party Platform. Then, at their respective convention (county or state), they cast the vote their votes. Candidates have to win 40% to go to a primary, or if a candidate wins 60%, their name goes on the general election ballot. In Davis County, if a candidate chooses to pay their way to the primary ballot (using the signature path), their non-signature gathering opponent only needs to get the majority vote.
The signature path circumvents the delegates and disregards the results from convention. It has been coined the incumbent protection act for a reason.
I did not collect signatures and welcome accountability. Accountability is not a dirty word.

This is where Jen discovered the importance of conservative principles. She has owned a business but currently teaches Financial Literacy while meeting with students one on one to understand the impact of 20 year student loans versus graduating with no debt.
Much of Jen's work has been focused on education and opportunity as a pathway to breaking intergenerational cycles of poverty, finding unique job opportunities for people with disabilities, and helping families overcome the harms of abuse and poverty.
Jen has three sons. They love camping, fishing, swimming, kayaking, road tripping, and the Constitution.
Jen is currently serving her second term representing Davis County on the Utah State Central Committee.. She has served as District 17 Vice Chair, Precinct Vice Chair, State and County Delegate. Every year, it get's more and more exciting as grassroots engage.

So much work goes into these post General Session

The State of Utah maintains it's records of bills and resolutions HERE. Knowing the bill number is helpful, but the year is imperative. For instance, this years SB54 is not the same bill as SB54 from 2014. Click "status" on the banner at the top, then the number of votes are linked on the far right column. The fiscal notes are attached, as well.
